100% Health: strengthening professionals in their role as partners in public health
The 100% Health offer aims to give all French people access to a set of quality care and equipment, 100% covered by compulsory and complementary health insurance in three sectors: optical, audiology and dental. This reform took place over three years from 1er January 2019 and is fully effective since January 1, 2021. However, insured persons may continue to freely choose other benefits that are not 100% covered.
A global project to improve access to care
In the audiology, optics and dental sectors, renunciation rates are still high in France, due in particular to high out-of-pocket expenses.
The “100% Health” reform was born from a commitment by the President of the Republic to ensure that all French people have access to quality care fully covered by Social Security and their complementary health in these three sectors.
For the French, it will improve access to quality devices and without any out-of-pocket expenses.
For professionals in the sectors concerned, it makes it possible to satisfy a new patient who gave up equipping themselves until then.
Beyond this reform, other measures make it possible to improve access to care by developing preventive actions and promoting more efficient work organizations.
Professionals in these sectors, actors and partners of the 100% Health reform
Health professionals, the State, Health Insurance, complementary health and manufacturers and distributors of devices are the main partners of the reform. They were consulted prior to its implementation and contributed to its development. Thus, and thanks to their collaboration, the 100% Health care baskets consist of quality care and equipment that meets the medical and aesthetic needs of the insured and offers them a wide choice. This reform, major for the daily health of the French, is also for the professionals of these sectors who have contributed to make it known and deployed to all. Its success depends on their involvement in the presentation and promotion of 100% Health offers, but also in the support and follow-up of their patients.
The timetable and follow-up of the reform
The reform was carried out according to a timetable differentiated by sector. Its implementation has been fully effective since 1 January 2021 for the three sectors concerned.
It is regularly monitored by a committee dedicated to this mission, which includes among its members representatives of complementary organizations, users of the health system, professionals from different sectors as well as the State and Health Insurance. He is in charge of analyzing the characteristics and quality of “100% Health” equipment and the other market, as well as the level of satisfaction of policyholders, the evolution of selling prices, the level of coverage offered by supplementary health contracts, and monitors the evolution of premiums for these contracts. The Monitoring Committee will produce an evaluation report every two years.
To allow a specific follow-up to each sector, this body meets in training dedicated to the audiology and medical optics sectors. At the same time, the implementation of the reform for the dental sector is monitored by the conventional partners within the framework of the national convention organizing relations between private dentists and the Health Insurance.
